Paul Michael “Mikey”
S. de Quiros
President
Paul Michael “Mikey” S. de Quiros brings over 15 years of experience in Public Relations and strategic communications. He currently serves as President of Full Circle Communications, Inc., a leading PR agency in the Philippines.
Mikey began his communications career in 2004 after earning his degree in Mass Communication from the University of Santo Tomas. He joined Full Circle immediately after graduation as a Media Relations Officer. In 2009, he expanded his expertise with a brief role in the E-Banking Department of Landbank of the Philippines, before returning to PR as Corporate Affairs Supervisor at Cebuana Lhuillier.
He rejoined Full Circle in 2010 and quickly rose through the ranks—becoming Head of Media Relations in 2011, Vice President for External Affairs in 2020, and President in 2024.
Throughout his career, Mikey has developed a strong reputation in media relations and crisis management. He has led responses to some of the Philippines' most challenging corporate crises, including the 2008 Cheaper Medicines Bill (pharmaceutical sector), the 2012 Philex mine leak, the 2014 “Chicken Sad” issue, the 2015 Kentex Factory Fire, the 2016 Close-Up Forever Summer tragedy, and the 2019 Water Crisis.
Mikey is an active member of the Public Relations Society of the Philippines (PRSP), where he served as Secretary in 2018 and Vice President in 2019, during which he chaired the prestigious Anvil Awards.
Today, he leads PR efforts for major multinational and local clients including Pepsi-Cola Products Philippines, Jollibee Foods Corporation, Manila Water, Bank of the Philippine Islands, and Federal Land, among others.

Ma. Amylyn de Quiros
Founder
An icon in the PR industry, she founded Full Circle Communications in 2000, together with Paul de Quiros.
Amylyn, or Milen, as she was fondly called by friends and colleagues, had more than 30 years in public relations and communications industry. Before establishing Full Circle, she joined various agencies like the now-defunct Bureau of National and Foreign Information, Philippine News Agency, and Ministry of Public Information. In 1982, she joined Land Bank of the Philippines, one of the country’s biggest financial institutions, where she later became the vice president for its Public Affairs Group. Her stint resulted in numerous awards of excellence for the agency in various promotion and advertising-related works. In 1999, she earned an APR (accredited PR practitioner) title, a status from the Public Relations Society of the Philippines, which signifies a high professional level of expertise and competence in PR work. She was also a member of the International Public Relations Association. With this, she joined the very small and elite circle of APRs in the country.

Paul de Quiros
Chairman
Paul S. de Quiros is the Chairman of Full Circle Communications and its former President. With over three decades of experience in strategic communications, he has built a distinguished career in both government and private sectors, specializing in public affairs, stakeholder engagement, and crisis communication.
Throughout his professional journey, Paul has led major communication initiatives and managed complex public information programs. In government, he served in key agencies including the Department of Public Information (DPI), the Department of Environment and Natural Resources (DENR), and the Office of the Press Secretary. He also served as spokesperson of the Philippine National Railways (PNR) from 2011 to 2016, where he handled public messaging and media relations for one of the country's most scrutinized transportation agencies.
Before joining Full Circle Communications, Paul was Head of the Public Affairs Department of the Metro Rail Transit Corporation (MRTC), operator of the country’s largest urban rail system. There, he led communication campaigns and public advocacy strategies during a period of major infrastructure development.
Paul’s contributions to the field of public relations have earned him recognition from the industry’s most respected institutions. In 1996, he received the 23rd Grand Anvil Award from the Public Relations Society of the Philippines (PRSP) for the landmark public information campaign “EDSA Para Sa Masa” for MRTC. In the same year, he also earned the Golden World Award for Crisis Management from the International Public Relations Association (IPRA).
A veteran practitioner and respected communication strategist, Paul continues to provide counsel on crisis management, corporate communication, and public affairs, drawing from a career grounded in integrity, impact, and public service.
